Although there is insufficient evidence to charge anyone with this grave crime, numerous anonymous tips have advanced the investigation. The shelter has identified an individual who previously owned Justice, known as “Roscoe” at that time. This person claimed to have surrendered Justice before the incident occurred, but the veracity of their statement remains uncertain.
